Block funding

A block funding agreement is a promise by Student Union to provide a certain level of funding to a student group or initiative for one (1) or two (2) years. This funding method was created to guarantee sustained Student Union support for high cost, long term projects. Also included are those groups which find it difficult to go through the regular funding process but believe they offer a valuable service to the student body.

To become a block funded group you must:

  1. Put together a proposal, including a statutorily required mission statement detailing the purpose of the funding request and either a detailed budget outline or the process by which you will determine the use of the requested funding.
  2. This petition should include a specific dollar amount, as well as a cost-per-student figure.
  3. Collect a petition with signatures from 15% of the undergraduate student body.
  4. Be approved by the Election Commissioner
  5. Be passed by a two-thirds vote of the voting undergraduate student body in the spring SU elections.

Important notes:

  1. While groups that receive block funding have a set budget amount for their term, all student group spending policies must be followed.
  2. Student groups or initiatives that receive block funding are ineligible for submitting a budget to Budget Committee or an appeal to Treasury or Executive Council while they receive block funding.
  3. Refer to the SU Constitution (http://su.wustl.edu/constitution) Article IX Section 4 as well as the SU Statutes (http://su.wustl.edu/statutes) Article XI for the actual legislation on Block Funding.
